Govt capitation to schools; Ksh3380.72 per student for the third term.

The Ministry of Education (MoE) has released Ksh14 billion in capitation funds for Free Day Secondary Education (FDSE).

This amounts to Ksh3380.72 per student and ends the long-running financial problem that was threatening to stop operations.

In a letter sent to all County Directors of Education (CDEs), Dr. Belio Kipsang, Principal Secretary (PS) for the State Department for Basic Education, said that the FDSE funds for the third term of 2024 and the first quarter of the Financial Year 2024/25 had been transferred into schools’ accounts.

The PS said that each student would get Ksh690 for fees and Ksh2690.72 for running the school. The enrollment data came from the National Education Management Information System (NEMIS) on August 2, 2024, at 8:05 p.m.

The Ministry has also sent Ksh58.90 and Ksh40 to KICD and CEMESTEA for each student’s fee account. The PS told the people in charge of education to make sure that all principals confirm receipt of the funds by sending official school records to the MoE office that cover both tuition and operating accounts and also by confirming receipt of funds through NEMIS.

These steps must be taken within two weeks of receiving the funds; if they are not, handouts will not be given to those schools anymore.

Without a receipt within the deadline, schools that don’t accept the funds will not receive FDSE funds in the next payment.

It was also asked of the CDE and their Sub County Directors of Education (SCDEs) to check and confirm the accuracy of the NEMIS enrollment statistics for their schools.
