Prior to the August 26 reopening of schools, the National Treasury has allocated Sh21.9 billion as capitation for university education and basic learning.

This is a portion of the Sh40 billion allotted for governmental departments, such as Higher Education and Research and Basic Education.

With secondary schools receiving the lion’s share of Sh14.1 billion for free day secondary education, Sh6.1 billion for junior secondary education, and Sh1.6 billion for free primary education, the funding is distributed as follows among the three levels of basic education.

Julius Migosi, Cabinet Secretary for Education, issued a circular on August 23 that contains this information.

“The smooth restart of school activities in the new term will be facilitated by the release of capitation funds prior to the start of the new school term,” stated Migosi.

For the first time, money has been disbursed to educational institutions before the start of classes again, bringing an end to the protracted financial crisis that had threatened to impair the institutions’ ability to operate.

The money’ release will free schools from the financial bind that has been forcing them to take out loans in order to pay their bills.

The government declares that it will uphold its obligation to students in accordance with Article 53 (1)(b) of the Constitution, which guarantees every child the right to a free and compulsory foundational education.

School heads were instructed by the CS to make sure the money was spent wisely.

“You are entrusted with managing these funds for the benefit of students and to refrain from enforcing any unlawful deductions.” “As a ministry, we will take decisive action against any confirmed instances of resource misappropriation and the imposition of levies without authorization,” Migosi declared.

Furthermore, the Education Loans Board for students has received Sh5.1 billion of the total Sh7.9 billion allotted to the State Department for Higher Education and Research.

The Universities Fund Board has received the remaining Sh2.8 billion.
