Teacher pay increases as TSC implements the second part of the CBA.

The Teachers Service Commission (TSC) has backdated the salary raise to July 1, 2024, which will appear on this month’s payslip.

As a result, teachers can now smile confidently knowing that the second phase of the revised 2021–2025 Collective Bargaining Agreement (CBA) has been implemented. Following a meeting with the Kenya National Union of Teachers (KNUT),

Kenya Union of Post Primary Education Teachers (KUPPET), and Kenya Union of Special Needs Education Teachers (KUSNET) at the Kenya School of Government on August 21, 2024, TSC announced that it had received funds to fully implement the CBA.

In a statement, Commission Secretary and Chief Executive Officer Dr. Nancy Macharia stated, “After today’s discussions, the Commission is pleased to announce that the Government has provided funds for the implementation of the second phase of the CBA with effect from July 1, 2024.”

On August 28, 2023, TSC and the three unions reached a new pay agreement to alter the 2021–2025 CBA. The deal called for a 9.5% rise in teacher salaries, which would be implemented in two phases during the financial years 2023–2024 and 2024–2025.

Regarding the announcement, lower cadre teachers at Grade B5 TSC-Scale 5, whose basic salary increased in phase one of FY 2023/2024 from Ksh27,195 to Ksh28,491 on the maximum and from Ksh21,756 to Ksh22,793 on the minimum, have now seen an increase in pay; in the second phase of FY 2024/2025, their basic salary is now Ksh23,830 on the minimum and Ksh29,787 on the maximum (see table below for details).

A rise in the house allowance Beginning July 1, 2024, teachers—especially those who work in rural areas—will also receive greater dwelling allowances as a result.

While those in Grade B5 will not receive any rise retroactive to July 1, 2024, those in Grade D4 (Senior Principal) have now got a huge Ksh6,934 increase from Ksh18,066 to Ksh25,000 (see table below for details). For Clusters 1, 2, and 3, the House Allowance rates have remained unchanged.

Nonetheless, it was determined that Cluster 4 rates will be applied in two stages during the Financial Years (FY) 2023–2024 and 2024–2025.

The House Allowances were divided into four clusters by TSC: Nairobi City was included in Cluster 1, Mombasa, Kisumu, and Nakuru cities were included in Cluster 2, together with the municipalities of Nyeri, Eldoret, Thika, Kisii, Malindi, and Kitale; other former municipalities were included in Cluster 3.

Cluster 4 comprises all other places, primarily in rural areas, where 87% of the public teaching service is provided. Teachers in Grades C3 through C4 and D1 through D5 received increases exceeding Ksh1,000 in the first round of the Cluster 4 House Allowance review, which was retroactive to July 1, 2023.

In the first phase of the implementation, the increase in House Allowance for those in grades B5, C1, C2, and C5 was less than Ksh1,000. Basic Salary Structure Modification for Teachers in FY 2024–2025
