
TSC gives details of new teachers’ salaries in Phase 2 of 2021-2025 CBA.

A circular on the complete implementation of the second phase of the 2021–2025 Collective Bargaining Agreement (CBA) has been announced by the Teachers Service Commission (TSC).
The second phase of the reviewed CBA has been implemented with effect from July 1, 2024 for all teachers in service, with the exception of intern teachers, according to a memo dated August 29, 2024 and signed by the CEO of the commission, Dr. Nancy Macharia.
The memo was addressed to all regional, county, and sub-county directors, as well as the principals of diploma teacher colleges, primary teacher training colleges, and the director of the Kenya Institute of Special Education (KISE).
All teachers employed as of July 1, 2024, will be covered by this circular, with the exception of intern teachers. A portion of the memo states, “This circular is effective from July 1, 2024 to June 30, 2025.” Teachers who transition to the new compensation scales, according to the commission, will keep their present incremental dates.
It did clarify that instructors will receive their yearly raise under the current salary scales and will convert to the new salary points effective on July 1, 2024, if the increment date occurs on that date. In the CBA-affected areas, the highest cadre of educators.
Chief Principals at Grade D5 TSC-Scale 15—will receive, in the second half of the 2024–2025 Financial Year, Ksh135,436 at minimum and Ksh162,539 at maximum. Previously, they were paid Ksh131,380 at minimum and Ksh159,534 at maximum.
Conversely, in phase one of FY 2023/2024, the base remuneration of lower cadre teachers—primary teachers II at Grade B5 TSC-Scale 5—increased from Ksh21,756 to Ksh22,793 at the lowest and from Ksh27,195 to Ksh28,491 at the highest.
In the second part of the 2024–2025 fiscal year, their pay will now start at Ksh23,830 at the minimum and Ksh 29,787 at the maximum.
TSC combined clusters 3 and 4 to create a new cluster of three from the previous four on house allowance.
In this instance, the highest-ranking teacher in the new cluster 3 will receive Ksh50,000 in cluster I, which is Nairobi City; Ksh35,000 in cluster 2, which includes Mombasa, Kisumu, Nakuru, and Eldoret cities; and Ksh25,000 in cluster 3, which is made up of all other areas.
Thus, in cluster 1, Ksh6,750 will go to the lowest-ranking teachers in Grade B5, Ksh4,500 in cluster 2, and Ksh3,850 in cluster 3. The hardship, commuter, annual leave, and disability guidance allowances, on the other hand, have not changed.
